Either we use an existing one (often with cost, unreadability and high administrative effort).
E.g. for DOI (Digital object identifier) https://www.doi.org/registration_agencies.html

Or we create our own. Readability is possible but we have to keep domains, also high administrative effort for e.g. open it for others, ...
