ARCHE: Exclude files from dump

Description
Since ARCHE is mainly for archiving project produced files, external files should be excluded of the dump (just the file itself, not the metadata).
For now, external source to be excluded are all Wikipedia universe.
Also files from book sources, e.g. "Bildzitat", should be excluded.
To develop this, maybe new config variables are in order.
