Description
This issue is mainly about generalizing the display tabs function to get rid off individual tab templates but there are some visual changes too. E.g.
- On the index page bookmarks and notes now have their own tabs
- Empty tabs are not shown anymore. This could happen before e.g. if there was no tab content and also no buttons to add content because of low user permissions
