Thank you for reporting.

Can the order of form elements be changed?
The order of displayed form fields is "fixed". It's basically name, alias, types, reference systems, ... description. In the sections itself, e.g. types, the order is alphabetically.
This consistent layout also helps users when entering data.
So it is not possible the change the order via the backend but of course we can discuss how to make it more accessible in general.

Are free text fields possible
There is already one free text field (description) and because we aim for structured data we try to avoid adding additional one. Because this was raised multiple times there is a FAQ about that providing more information, see: here
Your specific example may be solved differently, we can discuss this in the next meeting.

Are general layout changes at forms possible
I'm not sure if I understand the last question correctly. But I would generally suggest to concentrate in the first step on if relevant data for your project can be entered and keep layout questions for later.
