At the moment CSV are generated in the backend. New implementation will use API functions and also files won't be saved locally anymore.
*Implantation*
* Remove former backend functions (and tests)
* Replace with API functions in admin/export view
* Add to release notes that folder *openatlas/export/csv* can be removed
