IIIF: Automatically convert image files to IIIF

Description
Currently, IIIF images have to be actively and separately created. For better usability:
- Create them at upload if IIIF is active
- Option to convert all images to IIIF
- Follows Feature #2066: IIIF: Access restriction added
- Start date changed from 2023-11-03 to 2023-11-07
- Category changed from Backend to IIIF
- Subject changed from IIIF automatically convert image files to IIIF to IIIF: Automatically convert image files to IIIF
- Status changed from Assigned to In Progress
