Option to mark files for public viewing

Description
We will implement an option if files can be made available for the public (at a later point) configurable per file as discussed in yesterdays developer meeting.
This information can than be used at e.g. presentation sites.
Some ideas:
- Default will be to allow public viewing but can be configured to not allow it
- Provide "strong" display hints in the backend when looking at a file
- Add this information to the file list

I'm deeply sorry, I didn't want to take this issue. I had mistaken it for another one.
No worries, it goes in my direction because it is related to the license issues anyway.
I just didn't assigned it to me already because I wanted to clarify other related topics first.
