The administrative units and historical places aren't that useful for some projects especially since and the usability is limited because no geolocation can be added. We still want The idea is to keep them for historical reasons but change them into in to custom place hierarchies which aren't created at new installs. Advantages would be that older project data is still valid but for new project the place form is more compact. It also has the benefit that these place hierarchies can be added and customized by users if needed.
