Custom place hierarchies

Description
The administrative units and historical places aren't that useful for some projects especially since no geolocation can be added.
We still want to keep them for historical reasons but change them into custom place hierarchies which aren't created at new installs.
Advantages would be that older project data is still valid but for new project the place form is more compact.
It also has the benefit that place hierarchies can be added and customized by users if needed.

As discussed with Welterbe today it would be very useful for them to add custom place types, so I moved it up on the roadmap.
