Make admin. units/historical places a custom type

Description

The administrative units and historical places aren't that useful for some projects and the usability is limited because no geolocation can be added.

The idea is to keep them for historical reasons but change them in to custom place hierarchies which aren't created at new installs.

Advantages would be that older project data is still valid but for new project the place form is more compact.
It also has the benefit that these place hierarchies can be added and customized by users if needed.

I put it on the wishlist for now but we will discuss this at the next developer meeting.

As discussed with Welterbe today it would be very useful for them to add custom place types, so I moved it up on the roadmap.
