Update CIDOC CRM to 7.1.3

Description
CIDOC CRM was updated from 7.1.2 to current stable version 7.1.3 (see: https://cidoc-crm.org/versions-of-the-cidoc-crm).
There don't seem to be relevant changes for our purpose in the model but quite a few added/updated translations.
It was still a good idea to update our model to the new CIDOC CRM version just to be safe to not miss any recent changes when further develop/extend OpenAtlas.

I do not think that there are any differences to 7.1.2 that would affect us. However 7.1.3. is "more" official than 7.1.2 and will be the base for the ISO standard and therefore be a better choice to be used.
